During the 2018/2019 financial year, the Department of Forestry engaged the Revenue Development Foundation to upgrade the Forestry Cadastre System (FCAS). The FCAS is the system used by the department to issue forestry licenses. The system was developed and installed during the implementation of the Phase of Forestry Rights Administration Support Project (FRASP) from 2013 to 2015. The system was installed in Five Cost Centres (Department Headquarters, Viphya Plantations Division, and Zone Forestry Offices (North, South, East and Centre)). The Revenue Development Foundation implemented the FRAS project on behalf of Department of Forestry.
In the new system, the Department of Forestry has tried to align its licensing data requirements to meet the Extractive Industries Transparency Initiative (EITI) reporting standards and requirements. The Department of Forestry is indeed excited with the upgrade and hopes to improve forest licensing information management and reporting.
